I have not received any answer to the remarks which I made on this head when writing with reference to the estimates for 1872;

With respect to the vote of $57,000, which has been provided as an instalment of the cost of the new Civil Hospital, I have reluctantly come to the conclusion that in order to carry consistently with the rule which I have laid down in the 4th paragraph of this despatch, I cannot consent to allow this vote to remain this year.

I am well aware that it is of definite and urgent importance that the new Hospital should be commenced as soon as the plans are prepared and completed as early as possible. As the cost of this work would be a heavy charge, to be provided for in one or two years alone, I am inclined to think that it will be necessary to authorize expenditure over several years.
